Abstract

The objective of this research is to know the evaluation of Local Regulation of Bogor City Number 12 Year of 2009 about Non-Smoking Area (Case Study of the implementation of Non-Smoking Area in High School around Bogor City).The theory used in this research is policy evaluation theory proposed by William Dunn. According to Dunn to evaluate a policy there are six dimensions that can be used namely effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness.Method used in this research is quantitative method. Data collecting method used in this research are literature study and field study. Meanwhile, population in this study are Headmaster, Head of Administration Office, and Head of OSIS (Student Organization of Intra-School) in High School. The number of sample choosed are 30 respondents based on purposive sampling method.Based on evaluation reveals that the implementation of Local Regulation of Bogor City Number 12 Year of 2009 about Non-Smoking Area yield a score of  3,50, that means “good” in criteria. Reffering to six dimensions of, effectiveness, responsiveness, and appropriateness are “good” in category. On the other hand, efficiency, adequacy, and equity are dimensions with “moderate” in category. Key word : Leadership, Performance, employees

Abstract

The purpose of this study are to describe the discipline of motor vehicle drivers in traffic and the level of traffic safety in Bogor City, to analyze the effect of discipline motorists against motor vehicle safety in Bogor, to describes the efforts undertaken Bogor City Government cq. DLLAJ city of Bogor in improving discipline of motorists against motor vehicle safety in Bogor. Methods used are descriptive and associative method. The data used are primary data and secondary data. Primary data is collected by distributing a questionnaire, and supported by the observations and interviews. The collection of secondary data sourced from documents, literature and related research. The sampling technique is simple random sampling that amounted to 56 motorists on the three streets are: Jl.Raya Tajur as many as 20 riders, 16 riders from Jl.KS Tubun, and 20 riders from Jl.Jalak Harupat. Based on the correlation coefficient between the disciplines of motor vehicles with safety in traffic amounted to 0.513 and the interpretation is quite strong, and the positive direction indicates that the variable of riders discipline with variable of safety is significant correlation, means that the higher discipline the higher the level of safety. That correlation between the variable X (Discipline) with Y (Safety) is significant at an error rate of 0.01 (1%) and 99% confidence. Based on the conclusion, the author recommend: the Department of Transportation in Bogor through the Section of Communication, Information, Education and Communications-Section Guidance and Safety in order to continue disseminating safety riding, and equipping of road infrastructure such as mounting traffic signs, road markers, tool of speed limit, a safety device road users to improve road safety. Abstract

The main objective of this research is to know the impact of leadership and employees performance at Ciawi Local Government Clinic of Bogor Municipality.Associative method is research method used to know the relationship or impact between two or more variables. The population of this research is 37 employees. To determine the number of minimum sample, Slovin formula is used. Based on the formula, 27 employees taken as sample. To analyze data, Weight Mean Score and Rank Spearman Correlation are used for hypothetical testing purpose. In this context, H0:ρ = 0, means that there is no positive correlation between leadership and employees performance, and Ha: ρ ≠ 0, means that there is positive correlation between leadership and employees performance.The result of this research show that leadership function by Head of Local Government Clinic is in “pretty good” criteria with mean score of 2,916 (out of 5) and “pretty good” criteria in all of indicator in this variable. Meanwhile, the variable of employees performance is also categorized as “good” criteria with mean score of 3,000 (out of 5). Futhermore, based on Rank Spearman analysis with significance test for n=27 and standar error of 10%, show that Rho 0,368 with “low” criteria. And the significance test t=2,042 > 1,70814, thus, conclusion can be taken that Ho is rejected and Ha is accepted. This mean that there is positive correlation between leadership and employees performance with coefficient of determination 13,5%. In the other words, the research conclusion is the influence of leadership efforts by head of Local Government Clinic is 13,5% and the remaining 86,5% is determined by other factors (epsilon). Key word : Leadership, Performance, employees

Abstract

The purpose of this study is to determine the passport service quality at Class I Immigration Office of Bogor.The theory used in this research is put forward by Parasuraman, Berry and Zeithaml (Ratminto & Septi Winarsih, 2005: 175), which consists of five dimensions of service quality : Tangible, Reliability, Responsiveness, Assurance and Empathy. The method used is descriptive analysis using quantitative approach. Data analysis technique used is the calculation of Weight Mean Score (WMS). Data collection techniques used are literature studies and field studies. The study population consists of 220 respondents consisting of Applicants and Passport Officers. While the sampling technique used is the saturated technique sampling to officers and incidental sampling to the applicants. The samples using Yamane formula so that the samples obtained are 87 respondents.Research result of service quality in making passport at Bogor immigration office is considered to be good, because of the processing of a questionnaire made to the applicant's passport 67 samples obtained is score of 3.67 (in scale of 5), which is included in the “good” category. Nevertheless there are many grievances felt by the applicant. This occurs due to less extent of the lounge to the applicant, the speed of completing the passport, guarantee timely completion of the passport, and the discriminatory treatment which actually is for the elderly, toddlers, pregnant and breastfeeding. Keywords: Service Quality, Five Dimension of Service Quality, Passport.

Abstract

Along with population growth, minimarket business  are growing and there are still violations of the Local Regulation No.  11 Year of 2012 about the arrangement of minimarket in Bogor. The purpose of this study is to determine the implementation of the Bogor Regency Regulation No. 11 Year of 2012 about the arrangement of Minimarket, to determine the factors inhibiting the implementation and to analyze the effort in overcoming these obstacles. The theory used in this research is by using a policy implementation model from Merile S. Grindle which stating that the success of a policy will be influenced by two major variables, namely the content of the policy and the policy environment.Researchers used descriptive analysis method with a quantitative approach. Data analysis technique used is by using the calculation of Weight Mean Score (WMS).The results of the implementation of the Bogor Regency Regulation No. 11Year of 2012 in arranging the minimarket obtained an average score of 3.24 which according to the interpretation in moderate category. These results demonstrate that the implementation of the regional regulation has not been fully implemented. There are still many problems in the implementation of the regional regulation such as the incompatibility of District Regulation Bogor No. 11 Year of 2012 in chapter 7 with the Trade Minister Regulation No. 70 Year of 2013 Article 5 in terms of providing an analysis of social and economic conditions of society. There are 320 minimarkets that have not been authorized , about 20% minimarket violating the article 9 regarding with the operational time and there are seven districts that exceed the quota establishment of minimarket. This happens because of decision maker’s less sinchronized among several competent authorities, the human factor is still lacking, and the factors comprehension level of compliance and implementing policies is still weak. Efforts being made to overcome the problem are to do policing minimarket, a moratorium on the establishment of minimarket and reconciled with the policy content of Article 7 Trade Minister Regulation No. 70 Year of 2013. Abstract

The purpose of this study  is to know the Road Safety Partnership Action Program Police Goes To School at SMAN 6 and SMK Pembangunan in Bogor City.The theory used in this research is by using policy evaluation from William N. Dunn which stating that to measure the success of an evaluation of the program can be measured through six variables: effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The method used is descriptive analysis using quantitative approach. Data analysis technique used is by using the calculation of Weight Mean Score (WMS). Data collection techniques used are literature studies and field studies. The study population are 1,857 students from two schools. While the sampling technique used is proportionate stratified random sampling (stratified proportional). The samples using Yamane formula thus obtained sample are 180 respondents.The results of Program Evaluation Research Road Safety Partnership Action Police Goes To School in SMA 6 and SMK Pembangunan Bogor City obtained a score of 3.64 (in scale of 5) which, according to the interpretation of the criteria that are in “good” categories, although it is still the number of violations that occurred among students. This happens due to the lack of awareness of students in traffic, do not care about the safety and ignore the socialization conducted by the police about the ethics of a good drive to support traffic safety and reduce the number of traffic violations or accidents. Efforts are being made to address the problem is by imposing preventive methods (prevention) and applying repressive methods (in applying force). Keywords: Evaluation, Program, Violation
